RGS leader testifies before State Senate

Last month, Piret Harmon, General Manager of the Salinas Valley Basin Groundwater Sustainability Agency (SVBGSA)—administered by RGS—provided expert testimony before the California Senate Natural Resources & Water Committee.

Representing a 500,000-acre region that includes farmland, cities, and coastal communities, Piret shared SVBGSA’s progress toward sustainable groundwater management.

Since its formation in 2017, the agency has coordinated efforts across six sub-basins to balance water demand, support vulnerable users, and combat seawater intrusion.

Piret emphasized SVBGSA’s commitment to equitable cost-sharing, efficiency programs for rural residents, and meeting California’s 2035 groundwater sustainability deadline under the Sustainable Groundwater Management Act (SGMA).

Her remarks highlighted the critical role of regional collaboration in protecting one of the state’s most vital natural resources.
