Tracy Fuller

Tracy Fuller joined RGS in 2014 and serves as a Strategic Services Consultant in the Finance Services Group. She brings more than 35 years of executive-level experience supporting counties, cities, and special districts.

Tracy provides strategic and hands-on support in areas including budgeting and finance, policy development, organizational management, and economic development. She has led a wide range of public agency functions, including capital project financing, revenue development, utility rate studies, accounting, treasury management, and risk management.

Her experience also includes overseeing human resources, contract negotiations, procurement, and public records and election processes. She has successfully managed complex, high-priority projects, including developing a bankruptcy workout plan for a California municipality and coordinating efforts across multiple local, state, and federal agencies.

Tracy holds a Master of Business Administration from the University of California, Riverside, and a Bachelor of Science in Business Administration from the University of Southern California.
