Piret Harmon
Agency Executive
Piret Harmon is a seasoned and dedicated water professional currently serving as Executive Director for the Sacramento Central Groundwater Authority (SCGA), where she leads RGS’ efforts in providing administrative and executive services. Her leadership is instrumental in supporting SCGA’s mission and operational effectiveness as it transitions to independence from Sacramento County.
Piret continues her collaboration with the Salinas Valley Basin Groundwater Sustainability Agency (SVBGSA), where she plays a key role in shaping a sustainable and resilient water future for the region. During her tenure, she’s brought a strong focus on innovation, transparency, and community responsiveness, consistently advocating for a transformative approach to public agency management in the 21st century. Her leadership emphasizes trust building, process improvement, and open dialogue, ensuring that agencies operate not only with efficiency but also with meaningful connection to the communities they serve.
As former General Manager of the Scotts Valley Water District, Piret redefined what an open and transparent public agency can look like—integrating technology across the organization, empowering staff, and leading strategic initiatives to solve complex challenges. Her work demonstrates a strong ability to guide organizations toward their highest potential through clear vision, collaborative leadership, and operational excellence.
Piret holds a bachelor’s degree in civil engineering from Tallinn Technical University and a master’s degree in business administration from Concordia International University.
She serves on the Boards of Directors for Bay Federal Credit Union and the Regional Water Management Foundation, and is an active member of the Association of California Water Agencies (ACWA), contributing to both the Local Government Committee and the Business Development Committee.
Outside of her professional commitments, Piret enjoys traveling, meeting interesting people, and collecting new experiences through learning and connection.
