Cecile Pinto

Cecile Pinto joined RGS in 2024 in the Emergency Management Services Line. She has over twenty years’ experience as a manager of emergency operations in both the public and private sector including writing emergency and business continuity plans, training emergency response teams, and developing emergency operations centers, exercises, and processes. Cecile served as Regional Director for the Office of Emergency Services and coordinated the state’s response to regional emergencies

Cecile has a bachelor’s degree in fire administration, and holds certifications in Lean Six Sigma, Change Management, and Process Development. She is also a certified Emergency Management Accreditation Program (EMAP) assessor.

Outside of work, Cecile enjoys the outdoors and hiking around the San Mateo County Coastside where she resides in Half Moon Bay with her husband, Bob.
