Regional Government Services (RGS) participates in various pools with other public agencies. Pools are joint collaborations to increase the purchasing power of a single agency, making insurance and benefits more affordable.

Municipal Dental Pool

RGS has partnered with Keenan & Associates along with Delta Dental to create the Municipal Dental Pool. The Municipal Dental Pool, hosted by RGS, is a self-service dental purchasing solution for public agencies which is designed to provide greater benefit-cost stability.

Advantages of joining the Municipal Dental Pool include:

  • Access to the Delta Dental provider network
  • Available to agencies with as few as 10 eligible employees
  • Agencies with 10–99 eligible employees can select from one of the four base plan designs, with pre-negotiated rates
  • Agencies with 100+ eligible employees will have the option to keep or create their own plan design, or choose from the four base options
  • Available to agencies with both Active and Retiree populations

STARS 401/457 Pool

RGS is a founding member of the California Public Agencies Self-Directed Tax-Advantaged Retirement Systems (STARS), comprised of two trusts formed in September 2009 by California public agencies for the exclusive use of local government agencies for their employees. The 401(a) and 457(b) trusts are administered by local government representatives.

Agencies can participate in the STARS program either as ‘Member’ agencies or as ‘Associate’ agencies which elect not to engage in the governance of the Plans. Joinder agreements for the 401 and 457 plans enable each agency to specify the exact terms of its plan.

Public Agency Coalition (PACE)

RGS is a member of the Public Agency Coalition Enterprise (PACE), a medical benefit purchasing joint powers authority designed to help public agencies respond to the emerging health care environment.
