Imagine sitting at the front desk of a special district and seeing someone in all black with a camera recording license plates. The person entering the lobby would begin filming you, your coworkers, and your computer screens. The person filming may make rude comments about what’s on your desk.

This can feel very invasive, but as these First Amendment Auditors will tell you, it is within their rights. If your team handles this scenario incorrectly, your agency and employees may experience a huge backlash.
