RGS uses a standard agreement for most consulting engagements.

Pricing
RGS services may be provided on an hourly basis. The current fiscal year rates are listed below and are in effect through June 30, 2026.
Hourly Billable Rates
External Costs & Travel
- Hourly rates exclude external costs, which are invoiced separately without markup.
- Advisor travel time to and from the service location is billed at the regular hourly rate.
- Mileage reimbursement is charged separately at the IRS rate.
Annual Rate Updates
RGS staff rates are adjusted annually on July 1. Updated rates are published on the RGS website, and agencies are notified via email regarding rate adjustments.
Additional Engagement Options
In addition to hourly consulting, RGS also offers flexible engagement options that may better match your agency’s scope, budget, and service needs:
- Flat Project Fees — defined scope with a fixed cost
- Membership Options — access to services and member benefits
