1. Why is RGS launching a new Job Classification Model?
Our current job classifications and salary table was outdated and complicated. For the past year we have been working to make classifications simpler, fairer, and more transparent.
With the new Classification Model, we have:
- a clear job classification structure
- salary ranges with distinctive boundaries
- eliminated salary range overlap
The new job descriptions accurately and clearly describe the work that we perform. The Executive Board approved the new salary schedule on May 18, 2023.
2. Will my compensation change?
- The launch of the new model will not result in any employees seeing pay changes.
- Current salary rates are within new ranges.
3. When does this go into effect?
- The effective date for the salary schedule is July 1, 2023.
Employees must contact HR by June 30, 2023 if they want reconsideration for their classification. See FAQ 9 below.
4. How does RGS determine pay for each classification?
RGS compares its compensation to 14 Northern California public agencies which we view as comparable by size and labor market pool. We analyzed the labor market and reviewed salary ranges of comparable positions within these agencies to establish a new Classification Model and salary range structure.

8. Can I use a working title?
Use of a “working title” is acceptable but requires prior approval from your RGS Lead.
- Permissible only if they provide clarifying detail regarding service to clients. (e.g. Senior HR Advisor, Finance Technical Specialist)
- Please communicate any changes in working titles to HR for approval and loop your Lead in.
9. How do I get reclassified to another title based on the work that I perform?
If you wish to have a discussion regarding your new classification title, please contact Human Resources by emailing hradmin@rgs.ca.gov and someone from HR will reach out to you. Employees must contact HR by June 30, 2023 if they want reconsideration for their classification.
10. How can I move up to the next position?
- Contact your Service Line Lead for growth assignments and paths.
- Contact HR to create an individual development plan.
- Stay tuned! HR will be rolling out a Project Performance Review Form this year to measure employees’ contributions and impact.
