Joshua Metz
Strategic Services Consultant
Josh joined RGS as a Strategic Services Consultant in 2020. He brings more than 20 years of experience in land use planning, environmental design, and economic development.
Most recently, Josh served as Executive Officer of the Fort Ord Reuse Authority (FORA), where he led the successful transition and redevelopment of the former Fort Ord Army base. He directed a wide range of complex programs, including economic development, land use planning, habitat conservation, building removal, bond financing, and capital improvements. His leadership helped advance strategic reuse opportunities and long-term economic development outcomes.
Josh is highly skilled at navigating complex and sensitive land-use and development processes. His expertise spans public engagement, environmental planning, urban design, and cross-sector collaboration. He is also experienced in data analysis, technology integration, contract development, and strategic communications to support informed decision-making.
He holds a bachelor’s degree in Environmental Biology and a master’s degree in Landscape Architecture. Outside of work, Josh enjoys outdoor recreation, gardening, and spending time with his family.
