RGS News – An Examination of the World of Local Government
In June 2015, RGS rolled out its new and improved website that allows for considerably more functionality. Of particular interest to those in the public arena is the News page.
The purpose of the news page is to share with you information: sometimes news, sometimes analysis, sometimes provocative, sometimes informative, and sometimes entertaining about the world of local government and it various functions, roles, and responsibilities.
This post kicks off this series and has information about how RGS was formed.
Regional Government Services Authority (RGS) was formed in 2001, when several people had a really good idea – how can we help local government meet its demanding and competing needs of decreasing revenues, increasing demands (and costs) for services, and loss of experienced staff. We took that germ of an idea and formed RGS. Local government leaders knew that these challenges were likely to continue, so agencies would have to work together – sharing talent and saving money – while maintaining control over the quality of services they received. So what did the founders do? Two local governments worked together to create RGS as an independent, third party to help local governments. RGS was created to be and still is 100% fee-supported and not-for-profit.
Today, RGS is governed by a board of four city managers, all dedicated to the same common goals as the founders: To provide quality, innovative, cost-effective services exclusively to public agencies. Current member agency representation can be found on the Governance page of the website.
RGS developed a highly flexible platform of administrative support, benefit plans, and programs that serves the diverse needs of cities, special districts, counties, and other joint powers authorities. Flexibility was vital because the needs of partner agencies varied and because RGS services were 100 percent fee-based. Thus, RGS can ramp up or down quickly, as demands change.
Fourteen years later, RGS is currently serving 70 public agencies, and has served over 145 to date. While we primarily work in California, RGS has performed work for agencies outside the State and is expanding into the Pacific Northwest and the Gulf Coast. RGS provides regional human resources service centers and financial services; has staff to provide payroll and information technology services; performs projects ranging from on-going staffing in planning, inspection, maintenance, administrative, public works, fee studies, and many other areas, as well as project management and consulting services. Our staff are all experienced, public-sector professionals.
